Library trustees and city staff begin review of updated MOU, plan Council review

South Burlington Library trustees and city officials opened a review of a revised memorandum of understanding intended to replace the board’s 2013 agreement with the city.
City Manager Jesse said updating the MOU reflects a decade of operational change, including a new building and reorganized city functions. "We've made some significant changes since that time, primarily moving into this building as well as building some other staff teams within the city," Jesse said, and framed the update as an effort to "relook at this" so the document reflects current practice.
Deputy City Attorney Jared Culleran told trustees the draft mainly modernizes language to align with recent state legislation and with how budgeting and finance are handled today. "We brought just some of it up up to speed and tried to also capture when it comes down to budgeting and finance, make sure that we were just articulating a little bit more of how we operate today," Jared said.
Trustees focused questions on specific sections: personnel and the library director’s authorities, the financial-management language, and what "oversee" means in practice for the library gift account. One trustee asked for clearer wording to define trustee oversight versus the city’s custodial role; Jared proposed replacing the sentence with language specifying that the trustees authorize expenditures from the library gift account in consultation with the library director while the city maintains and processes payments.
Board members and city staff agreed to circulate a clean, non–redlined version for review and to place the item on the October agenda; city staff said the council review could follow in November. The board did not vote on the MOU at this meeting.
