La Cygne police chief resigns; council appoints Tate West as chief and promotes internal staff

Longtime Police Chief Paul Filla submitted his resignation in late 2012; the council accepted the resignation and, after a brief search of options, promoted from within. Council appointed Officer Tate West as La Cygne Police Chief effective Nov. 10 and later set his pay increase to $13.50 per hour effective with the next payroll period. The council also adjusted the status and pay of other officers earlier in the year, converting Tate West from part-time to full-time and approving pay changes as officers completed training and certifications.
During the meeting Chief Filla reviewed recent department actions including narrow‑band radio work, code‑enforcement statistics and community outreach. After the motion to appoint, the new chief took the oath of office before the council. Council members thanked Chief Filla for his service and noted the advantage of a promoted internal candidate familiar with local procedures.
