Hasmeyer said the rewrite is largely a cleanup to put the rules where they belong and to clarify definitions and the board’s powers during COPCN proceedings.
Commissioners asked whether substantive requirements were changing; the attorney and staff said no material changes were intended, only relocation and minor clarifications. The board adopted Ordinance 2025‑09 by roll call 5‑0.
