The La Cygne City Council voted to move forward on Phase I of the water treatment plant upgrade after KDHE requested shop‑drawing clarifications and a design change to a poured in‑place underdrain system. Council adopted a negotiated change (Change Order #2) that replaced the originally proposed air‑scour header with the state‑preferred poured underdrain design; the change added labor but was negotiated without increasing the contract price and it preserves the long‑term performance of the filters.
The council also authorized limited time‑and‑materials work (not to exceed $5,000) for unanticipated pipe relocations and shallow foundation removals discovered during excavation. Council Member Robbins moved to accept the change order and contingency authorization; the motion carried unanimously.
Mayor and staff said the change improves durability and keeps the project within KDHE compliance. The contractor will proceed after the last shop drawings and materials submittals are approved by KDHE and the city’s engineer.
