After months of multi‑contractor work and engineering reviews, the La Cygne City Council moved to close out the CDBG/SRF/EDA sewer projects and authorized final payments to contractors.
Council approved multiple pay estimates and revised change orders so the three linked projects would stay within available grant and loan dollars. The council voted to approve final pay requests, including an Insituform payment for lining and manhole repairs, and to reduce or release retainage where KDHE and engineers had advised it was appropriate. Council member votes were routinely unanimous on these administrative pay items.
The decisions were procedural but consequential: those votes allow the city to draw down remaining SRF and EDA funds for reimbursement and to complete the final paperwork required for grant closeout. As an example of the routine actions recorded in the minutes, “Council Member Barber moved to approve the pay estimate of $32,217.76 for Haupt Construction,” a motion the council adopted 5–0 early in the year, and later approved larger pay requests tied to change order reconciliations.
The council also authorized its clerk and mayor to sign the final grant and loan documents needed for state and federal reimbursement, and directed staff to finish the remaining close‑out paperwork with Kirkham Michael Engineers and the grant administrators.
