During the budget walkthrough, staff reminded the council that Class C road funds are legally restricted and described roughly $70,000 on hand for road projects. "So you get about 34,000 that is money you're getting every 6 months from the state... that money is restricted for road improvements," Kyle said as he explained the town's restricted road fund and the capital projects accounting treatment.
Council members proposed creating a discrete operating line for small road repairs (suggestions of $3,000–$5,000) plus a separate snow-removal line (proposed $3,000) to make recurring maintenance visible in the operating budget instead of only in capital accounts. Staff said it is feasible to add those line items and that they can track prior-year balances and match requirements for grants tied to road projects. The council instructed staff to add the repair and snow-removal lines to the proposed budget for the next review.
