Presenter outlines modest 2026 budget amendments, recommends transfer to capital fund
Summary
At a May 14 Wallsburg Town work meeting, staff highlighted small revenue and expense adjustments in the 2026 budget — including a $10,000 sales-tax increase and added audit fees — and recommended a $100,000 transfer to the capital projects fund to meet state reserve limits.

Kyle, the town's finance presenter, led a line-by-line review of Wallsburg’s 2026 budget and flagged a small set of changes staff recommends to reflect recent revenues and accounting realities. "So there's actually 2 more months of revenue ... you'll probably be closer to 75,000 on the sales tax revenue," Kyle said, explaining a $10,000 upward adjustment to the current sales-tax projection. He also pointed out two additional audit-fee line items ($5,007.50 and $2,006.20) tied to a required single audit when spending exceeds a federal threshold.
The presentation emphasized that the recommended moves are mainly bookkeeping and planning steps, not tax increases. Kyle told the council the administration proposes a $100,000 transfer from the general fund into the capital projects fund "to keep your general fund under the legal limit according to the state," and noted the town currently shows about $317,000 in its general-fund balance. Council members asked clarifying questions about which accounts hold restricted Class C road money, how recreation and 'July 24' activity revenues are combined on the ledger, and whether the town should split building vs. park rental revenue for clearer reporting. The council agreed staff will provide a clearer breakout for public posting and said members will continue to review the amended worksheet before final adoption.
