General counsel seeks board placement for IGAs reducing Tollway cost share, adding FAA funds, and updating change-order delegations

General Counsel Kathleen presented an IGA addendum that reduces Tollway participation in a county-led Central Tri-State project by about $7.04 million, an FAA IGA amendment adding $705,456 for Elgin O'Hare Western Access impacts, and proposed amendments to the C5 change-order process to combine certain categories when calculating signature authority.
General Counsel Kathleen briefed the committee on three legal items the staff requested be placed on the full board agenda. The first is an intergovernmental agreement (IGA) addendum with Cook County, the city of Elmhurst and the village of Northlake that offsets Tollway costs with county-led work and reduces the Tollway's participation by approximately $7,042,671. "That IGA concerns a Tollway-led project on the Central Tri-State I-294 between Plainfield Road and 87th Street and Roberts Road," Kathleen said.
The second item is an amendment to the IGA with the Federal Aviation Administration to provide an additional $705,456 for FAA impacts related to the Elgin O'Hare Western Access project (including approach lighting and other airfield systems). The third item would amend prior resolutions governing change orders and extra work order delegation (the C5 contract cost change controls committee) to allow combining quantities across six categories (roadway, structures, drainage/erosion control, roadway appurtenances, lighting/electrical, facilities) when calculating signature authority, and to make the delegations applicable to projects under the Bridging the Future capital program.
