Tollway engineering chief outlines selective design-build and CMGC program, cites RFQ for Route 390 work

Menard, the Tollway's chief engineering officer, told the Engineering, Planning and Development Oversight Committee on Aug. 21 that the Authority is launching a selective alternative delivery program using design-build, progressive design-build and construction manager/general contractor (CMGC) methods. "These are just, tools that we have, methods that we have, that gives us flexibility in delivering projects," Menard said.
Menard said the program follows 2022 legislation authorizing the Tollway and IDOT to use these methods and that the law caps use of alternative delivery at 20% of the Authority's annual improvement program. He emphasized the approaches would not replace traditional design-bid-build on most projects, and that the Tollway will retain technical approval authority and field construction oversight. "We still review the design like we do today," Menard said, adding that the Tollway can terminate contracts that do not meet requirements. He also said a request for qualifications (RFQ) for a design-build project on the western section of Illinois Route 390 has been advertised and staff are identifying a possible CMGC project to follow.
