Hernando County staff and vendor SwiftGov demonstrated a new public GIS portal designed to help residents, property buyers and builders see parcel‑level zoning, permitted accessory uses, setbacks and basic development rules without complex code searches. The prototype shows a parcel pop‑up with relevant items — for example, coop/hen limits, maximum building height, permitted accessory structures — and links to the underlying code references.
Vendor lead Sabrina Dugan said the pilot is a narrow, county‑specific AI layer that pulls only from permitted datasets and is intended to surface existing recorded entitlements and rule‑based answers quickly; she emphasized the portal is a research and assistance tool, not a permitting or enforcement engine. Property appraiser and county IT staff confirmed they will host core datasets and develop a memorandum of understanding for data access and responsibilities. Staff said users who want to pull permits will continue to use formal plan‑review channels; the portal is intended to lower basic barriers to knowledge for residents and to reduce repetitive staff requests. The pilot will be phased and tested by staff before public rollout; staff said future steps include aligning the portal with Tyler and defining technical fees for plan review workflows.
