County staff and other commissioners countered that refusing grant funds would increase local costs because permit compliance would still be required. After extensive public comments, Commissioner Campbell withdrew a prior motion and the board voted to table the grant request to the next meeting and asked staff to return with an analysis of the costs and how to leave the regional authority if warranted.
