Hernando County to wait for Brooksville decision before joint fire and wastewater talks

Hernando County commissioners on Aug. 5 discussed a request from the City of Brooksville for a joint meeting to explore consolidating fire services and for the county to provide wastewater service on a temporary basis while the city upgrades its plant. County staff said Brooksville has asked for a proposal and that a contract would start with one year of contracted service while the city evaluates a longer‑term consolidation.

County commissioners generally said the city should decide internally first whether it wants to proceed. Commissioner Loco said staff time spent preparing plans for a city that has not taken a firm position risks displacing other county work; Commissioner Champion and others said they would not oppose a meeting if Brooksville’s council voted to request one. County staff described the wastewater option as a bulk purchase of capacity and said upgrades and a bulk wastewater rate would be structured so the city pays for the capacity it uses.

The board did not take formal action to adopt an interlocal agreement; instead, commissioners directed staff to continue drafting an agreement and to schedule a joint meeting only after Brooksville has a clear, board‑level request. The discussion also flagged questions about staffing, equipment transfers and what would happen to city personnel if services were consolidated.
