Supervisors approve agreement to add offset right-turn lane at US 52 and 395th Avenue

Jaden Schapel of the county engineer's office described a FY2027 rehabilitation project for 395th Avenue — a roughly 1.6-mile stretch near the Bellevue Golf Course — and explained a USTEP (city-level) grant will fund an offset right-turn lane at the US 52 intersection. Schapel said the lane is designed under DOT standards as a long, offset facility ("the turn lane itself is, like, 900 feet long") and that the city of Bellevue applied for and was awarded the USTEP grant. He told the board the county will be the lead agency for the road project, complete the design in-house, and then seek reimbursement from the city and the Department of Transportation.
Schapel also explained funding splits associated with the grant (about 55% DOT / 45% city for the USTEP share) and recommended the board approve the usage agreement that allows county work to incorporate the turn-lane design. Supervisor Ned moved to approve and Mike seconded; the board carried the motion by voice vote. Schapel said a follow-up repayment agreement will formalize the city's reimbursement to the county once design and costs are finalized.
