La Pine council approves vacation of dead-end alley; ordinance 2026-01 receives first reading

The La Pine City Council voted June 24 to approve a petition to vacate a portion of an undeveloped alley adjacent to 51445 Huntington Road to allow construction of an approved auto-parts store. City planner Nick summarized the staff report and findings, noting that owner consent met the 66.7% statutory threshold and that notice of the hearing was posted June 11, 14 days before the hearing, in compliance with Oregon Revised Statutes.
Planner Nick described staff’s review under ORS 271.080–271.120 and the city’s development code criteria, concluding the petition would not prejudice the public interest: the alley is not identified in adopted plans, utilities are addressed (CenturyLink provided consent; Midstate rerouted its easement), and vacating the southern dead-end segment would not impede future extension of public services. Staff recommended approval with the conditions that a second reading occur, the ordinance be enacted, and the ordinance and any required plat be filed with the Deschutes County Clerk.
Councilor (speaker 6) moved to approve the petition with the stated conditions; the motion passed on a roll-call vote that recorded: "Dennis Curtis, aye; Mike Shields, aye; Kathy Van Dam, aye; Karen/Erin Morse, aye." The council then conducted the first reading of Ordinance 2026-01 by title and approved that first reading; the ordinance will return for a second reading and takes effect 30 days after adoption.
