Selectboard member Tyler William Mitchell filed a disclosure form during the Sept. 30 Selectboard meeting under the Vermont Code of Ethics, saying his position as a firefighter with the Williamstown Fire Department could create a perceived conflict if the Selectboard considered personnel or department matters.
"As a Firefighter within the Williamstown Fire Department, it could be perceived of the conflict... I gain no personal benefit," Mitchell wrote in the filed disclosure. The form says he is choosing to act despite the perceived conflict and describes it as a one-time matter unless another personnel issue arises.
The minutes record Larry Hebert as recused from the meeting; the record does not show any formal delegation of duties or a board decision to require Mitchell's recusal on the specific personnel matter. Mitchell's disclosure is included in the meeting packet as filed.
