Selectboard considers executive session for personnel but stays in open session after chief's request

At the start of its Sept. 30 meeting the Williamstown Selectboard considered a motion to enter executive session under 1 V.S.A. § 313 to discuss a personnel issue. Selectboard member Chris Wade moved to enter executive session and Scott McCarthy seconded; Selectboard member Tyler Mitchell sought to narrow the discussion to personnel policy but his amendment received no second.
Minutes record that Chief William Graham requested the meeting remain open. "CHIEF WILLIAM GRAHAM REQUESTED THAT THE MEETING BE AN OPEN MEETING," the minutes state. After extended public input the board proceeded in open session rather than moving into executive session.
