Andover presents 284-unit Penner South RHID aimed at entry-level housing

City of Andover Assistant Administrator Jolene Graham told the Butler County Board the proposed Penner South Reinvestment Housing Incentive District (RHID) was designed to address infrastructure barriers that stalled an annexed property and to produce entry-level housing. Graham said the development would include 284 entry-level units, that the property was annexed in 2023, and that the RHID "would be funded by incremental property taxes generated by new homes and would not increase existing taxpayer payments."
Developers Marvin and Dylan Schellenberg of Schellenberg Development Company reviewed developer background and said Liberty Homes would be the project builder. Commissioners discussed water, sanitary sewer, and Butler Rural Electric service costs but indicated the RHID appeared to be a promising tool to encourage construction. No formal county action was taken at the meeting on the RHID.
