Butler County approves $500,000 ARPA-backed contribution to Andover US Hwy 54/400 phase one

The Butler County Board of Commissioners voted 4-0 on May 12 to approve a Memorandum of Understanding committing $500,000 from Fund 85 (reserved ARPA funds) to the City of Andover for phase one of the US Highway 54/400 improvement project. County Administrator Will Johnson told the board the contribution was intended to assist the city’s local match and that the funds were already reserved in the county’s ARPA allocation.
Johnson clarified that the county contribution applies only to phase one, which is already underway, and that phase two remains under design and "could involve a higher City cost because it is entirely within the City limits." Commissioner Jeff Masterson moved to approve the MOU; Commissioner Kelly Herzet seconded and the motion passed 4-0. The board asked staff to monitor future design developments that could affect county exposure.
