Builder seeks temporary occupancy for Building 4 at 1‑25 development; board agrees to compliance hearing and temporary certificate approach

Tom Lightboard, the builder for the 1‑25 development, told the planning board that bonds for the project are posted and that construction on several buildings is substantially underway. He asked the board to allow a tenant to occupy Building 4 while some site-plan items remain to be completed, saying the outstanding items are largely site-specific and some work would be harder to complete until later phases of construction.
Staff and the town engineer described inspection findings from July 20, noting a set of site corrections (parking striping, outlet-baffle installation, correcting a catch-basin connection and completing surface paving) and explaining that many items have been or can be addressed while allowing occupancy. After discussing options, the board agreed to a temporary or conditional occupancy approach: they voted to allow occupancy pending a compliance hearing (publicly noticed) at the August 11 meeting and instructed the applicant to complete the outstanding items or present a compliance plan. The board said the temporary occupancy could be rescinded if compliance is not demonstrated at the scheduled hearing.
