Pegram board approves SRF loan, moves forward on wastewater plant upgrades

Engineer Luke Sullivan told the Board the town currently operates a re-circulating sand filter and plans include four new treatment tanks with room to expand. "The additional treatment capacity is intended to meet existing service demands while accommodating future growth," Sullivan said.
Following the presentation the Board voted on Town of Pegram CWB22 2026-504, approving Resolution 2026-229 to authorize SRF loan financing for sewer rehab. Alderman Miranda Montgomery recused herself because of employment with TDEC; the vote was Howington-yes, Sanders-yes, Morehead-yes, Montgomery-recused, Paszek-yes and the motion carried. The engineer said current average flow is approximately 36,000 gallons per day and the Town’s permit allows expansion to 66,000 gpd, facts officials cited in support of the financing decision.
The resolution authorizes loan-related actions by the Mayor and moves the project toward contracting and construction; the Board did not set construction contract details at this meeting. The Board’s approval follows a 2022 engineering study and recent plan approvals noted by the town engineer. Next administrative steps include finalizing borrower documents and allowing the contractor to mobilize per the approved plans.
