Clay Phillips outlined two personnel proposals for the road and administrative sides of county operations: a new road‑department safety coordinator at pay grade 20 and an upgrade of the office manager role to an office administrator (also pay grade 20) planned for Oct. 1, 2026.
On the safety coordinator, Phillips said the position would emphasize safety training, monitoring and inspections and would also help develop detailed work‑order practices and inventory coordination for the road and bridge system. He estimated that, depending on implementation timing, the remainder of the fiscal year cost would be roughly $26,000 and that a budget amendment would be required.
Phillips also proposed reclassifying the office manager to handle expanded County Information Management System (SIMS) duties; he said that change is slated for next fiscal year and would not require a current budget amendment. Commissioners discussed posting timelines and whether county‑attorney review should precede posting; the chair instructed staff to try to have position posting ready for the 10th (the day after the commission meeting) pending attorney review.
