The Anna Economic Development Corporation and Community Development Corporation voted to approve a performance incentive agreement with Willow and White Anna, LLC for the Willow Creek Addition Phase 1B retail project following a brief public hearing.
City staff described the development as an approximately 8,000-square-foot retail center that is complete and said the board's action was to "materialize" incentives that had been promised to the developer. "This project was an 8,000 square foot retail center that is actually completed at this point," a staff member said while outlining the agreement.
Board discussion was short. A board member moved to approve the resolution and the chair announced they would recuse from voting: "At this time, ... I will not be voting in this matter. I'll be recusing myself," the chair said. The motion was seconded and the board recorded the item as passing 6-0.
The approval implements Resolution 2026-07-10, as introduced during the public hearing. Staff indicated the item is an administrative action to deliver incentives already offered to the developer; no additional conditions or amendments were discussed on the record. The public hearing was opened at 6:06 p.m. and closed at 6:07 p.m.
