State board requires credential verification for foreign barber applicants, discredits Headlines Barber College

The State Barbers' Health and Sanitation Board on Nov. 2 approved a requirement that foreign-credential evaluations be completed by Josef Silney and Associates and paid for by the applicant, after denying several foreign-applicant requests tied to inconsistent school records.

Multiple applicants who provided hours and affidavits from Headlines Barber College in Odessa, Texas had discrepancies between time sheets and graduation documents. Board Secretary/Treasurer Antinette Maestas said the school supplied conflicting records and recommended third-party verification. "The charge would be to the applicant, not the Board," Maestas told the panel when describing the proposed service. After discussion, the board voted to require applicants to use Josef Silney and Associates for credential evaluation (motion by Joseph Foley; second by Ihsan Azzam).

The board denied foreign-applicant requests for Ricardo Hechavarria Caballero and Humberto Pena Toledano after noting mismatched hours (example: time sheets showing roughly 150 hours vs. affidavits showing about 250 hours). The board also voted to discredit Pete Mcgarity of Headlines Barber College from accepting hours for Nevada applicants until the school resolves documentation discrepancies and participates in a board inquiry. The board discussed the growing risk of fraudulent or AI-altered documents and framed the verification step as a safeguard for public health and professional standards.

The action changes the paperwork pathway for foreign applicants seeking to convert training into Nevada licensing eligibility. The board said applicants may resubmit after obtaining an evaluation; the board also left open the option to reconsider applicants if verified documentation is later provided.
