ADEM air division says proposed dust controls could meet standards; limits of agency authority emphasized

Dodie Mosley, chief of the petroleum unit in ADEM’s Construction Materials Section, told the hearing that ADEM’s preliminary review supports issuing a Synthetic Minor Operating Permit for the proposed limestone crushing, screening and conveying operations.
Mosley said dust from crushers, screens and conveyor transfer points would be controlled by wet suppression systems that the department expects to meet state and federal requirements. "Dust from these processes would be controlled by wet suppression systems," Mosley said, explaining the technology the draft permit requires.
Mosley also emphasized the limited scope of the agency’s authority: ADEM may consider only air‑quality issues for the SMOP and does not have zoning authority or jurisdiction over blasting. "The department does not exercise zoning authority and may consider only comments relating to air quality in its final decision," she said.
The air division's preliminary determination will be reconsidered after the public comment period, and ADEM invited written technical material to the record for its continued review.
