Commission approves rezoning for Big Texan RV park expansion after neighbor raises safety concerns

The Emerald Planning and Zoning Commission on July 20 approved a rezoning to allow a plan development district for an expansion of the Big Texan RV park that would add 131 RV spaces, a park area and a common building with bathrooms and laundry facilities.
City planner Brady explained staff recommended a plan development rather than straight light-commercial zoning so the city could negotiate site design features to reduce impacts on adjacent single-family homes. "Staff is of the opinion that the applicant has proposed a site plan that incorporates enhanced design elements that will mitigate impacts on the adjacent properties and would also help create a zoning transition from the commercial properties to the south along I‑40," Brady said during the presentation.
During public comment, Cesar Villa, a nearby resident who lives at 6107 Southeast 14th Street, said he opposed the rezoning on safety and property-value grounds: "I'm against the the proposition here, more on, my kids' safety. I have 3 young boys that ride out on the bikes all day, and I feel that, more on the safety side and also, devaluing our property in a way." Villa also said he expected increased traffic from out-of-town RV users.
Commissioners asked detailed questions about access and buffering. Brady said the site plan limits vehicle access to Sunrise for guests and uses the north entrance on 14th only as fire-department access with a solid gate and Knox lock box. The plan also calls for a solid 6-foot screening fence and a minimum 10-foot landscaped strip outside the fence, and locates park amenities at the south end of the property, away from residences, to reduce light spill and traffic impacts.
A motion to approve the rezoning was made and seconded; the commission approved the measure by voice vote. The site plan will require a drainage study and any future changes to the site plan would need amendment review by the planning commission.
