Coggins told the board she was not giving legal advice but offered to email the links to the statutes and a summary from the city attorney's office so members could review before signing. "I'm not an attorney, so I don't want to give you legal advice," she said, and added staff would provide the presentation and links upon request. Several board members asked that the links and materials be emailed before they sign; staff agreed to circulate the documents and accept signed forms by email.
The board did not take a formal vote on the acknowledgement at the meeting; staff said the form will be provided to all advisory‑board members and that members who serve on multiple boards need sign only once. Coggins said the form and the accompanying materials would note which chapters of state law staff considered relevant and that board liaisons should be alerted if a member believes they have a conflict.
