Adam Holland and staff explained the plan development district and the modifications requested to allow private drives/alleys and tailored design standards. Habitat representative Austin Calmer said the organization could not operate an HOA and requested the city own and maintain the alleys to ensure utilities and fire access. "If the city can own and maintain those, that's the thing that's gonna hold this project together," Calmer said. The applicant’s agent confirmed they would plat alleys rather than rely on access easements and staff agreed to amend the exhibit before council. The commission voted to approve the PDD with the agreed amendments and conditions.
