The Planning Commission recommended approval of CU 26-05, allowing Josh Horn to construct and operate a dog training, breeding, boarding and grooming business on a 10-acre Rural Residential parcel east of SW Prairie Creek Road on SW 140th Street. Commissioner Andy Jones moved to recommend approval; the motion carried 6-0.
Horn told the commission the operation’s practical limit is "approximately 20 dogs on the property," and described kennel runs, a 30-by-40-foot barn, screening and a large training field where dogs are closely controlled. Staff recommended conditions including odor/noise/drainage controls, screening around open run areas, adherence to state licensing and a 12-month permit issuance requirement. Neighbor Ted Farwell spoke in support, citing an existing unregulated breeder nearby and welcoming a professional trainer.
The commission’s recommendation will go to the Board of County Commissioners on May 26, 2026.
