The Planning Commission recommended approval of CU 26-05, a conditional use permit requested by Josh Horn to operate a dog training, breeding, boarding and grooming business on a 10-acre Rural Residential property east of SW Prairie Creek Road. Horn told commissioners a practical limit would be "approximately 20 dogs on the property" because he is a single trainer and described operational practices intended to limit barking and roaming. The commission voted 6-0 to recommend approval (Jones motion, Griggs second).
Staff recommended conditions addressing odor, dust, noise, drainage and screening around runs; state licensing and building-permit requirements were noted. Neighbor Ted Farwell spoke in support and said a professional trainer would be a positive addition given untrained dogs nearby. The permit and any required building permits will be reviewed at the Board of County Commissioners hearing on May 26, 2026.
