The Butler County Planning Commission approved PL 26-14, allowing Wiebe Family Farms to split roughly 10 acres from a 157-acre AG-80 parcel at the northeast corner of NE 130th and NE Munson Hill Road for a single-family home and to place approximately 70 acres in an Agricultural Preservation Overlay. Planning Commissioner Marsha Francis moved for approval; the motion carried 6-0.
Surveyor Roger Cutsinger described the proposal as “a simple mortgage lot split” and noted there is FEMA-mapped floodplain on part of the property. Staff advised the house site must be located outside both the mapped floodplain and an identified watershed dam-breach inundation area. Director Toby Stewart explained that building-permit review will confirm structures are sited outside those zones so owners will avoid mandatory flood insurance requirements where applicable.
Buyer Shaden Mahnken confirmed the purchasers understand the constraints and said they plan to connect to rural water. Chairperson Varner and Commissioner Kehler emphasized the county’s concern about building below watershed dams and noted federal watershed regulations and potential county costs if dam impacts increase.
The case will be heard by the Board of County Commissioners on May 26, 2026 at 9:00 a.m. in the same meeting room.
