Brooks County Commissioners' Court voted Nov. 14 to award a contract to GrantWorks to prepare and, if selected, implement a 2025 Colonia Fund construction grant application to the Texas Department of Agriculture.
Judge Eric Ramos told the court the county received a single application and emphasized the schedule and scale: "Million dollar grant with no match and due December 9th (application due) June 30th phase 2 and grants are awarded Fall of 2025 and granted February 2026," he said. The court authorized the county representative to negotiate a final fee on behalf of Brooks County. Commissioner Eduardo "Eddie" Garza moved the award; Commissioner Rolando Gutierrez seconded and the motion passed unanimously.
The resolution to pursue the Community Development funds and the decision to hire a grant manager is intended to position Brooks County to compete for construction funding without a local match requirement. No other applicants were reported at the meeting, and commissioners did not take additional action beyond authorizing the award and fee negotiation. The next procedural step is submission of the application by the stated December 9 deadline.
