Bel Air awards regional drainage demolition contract to AAR Inc. after low bidder deemed nonresponsive

Umar Khan, Director of Capital Projects, briefed the council on procurement for the regional drainage improvement demolition project. Six bids were received; the apparent low bidder, C4 Demolition Services LLC ($249,967.67), was found nonresponsive because of incomplete bid bond and insurance documentation. The next lowest responsive bidder, AAR Incorporated, submitted $327,423.60 and was recommended for award. Khan said staff included a 10% contingency (about $32,000) to cover unforeseen scope adjustments.
Councilmembers asked clarifying questions about where contingencies are held in the city's budget and about asbestos testing and remediation obligations. Khan said asbestos testing was part of the package and that AAR has environmental experience; he offered to return with more specifics on asbestos removal responsibilities and regulatory compliance. Council voted to approve the award unanimously by raised hands.
