BK City Council reviews preliminary FY2027 budget; staff cites balanced plan and timeline

The BK City Council met in special session July 23 to hear the preliminary Fiscal Year 2027 budget. Julie, the presenting staff member, told the council the draft is still under construction but now reflects the health-insurance changes the council previously approved and asked for up-or-down feedback before filing the proposed budget.
Julie said the general fund in the draft includes a $790,700 increase and a projected surplus of $2,300,000 before transfers and debt-service payments. "We have almost 24. We're required to have 12," Julie said, referring to months of operating expenses in the fund balance. A committee member urged the council to spend reserves on needed projects rather than continue to grow the balance, saying, "Let's ... use the money that we have for the things we need."
Julie summarized the next procedural steps: staff will file the proposed budget with the city secretary on Aug. 21, hold another budget discussion on Aug. 25, and schedule the final public hearing and vote for Sept. 22, with the budget effective Oct. 1. She said staff does not anticipate recommending a change to the current tax rate and will bring rate calculations to the next meeting. The council indicated it was comfortable moving forward with the draft.
