Bedford planners recommend changes to screening, landscaping and tree-preservation rules

The Bedford Planning and Zoning Commission voted on July 23 to recommend that City Council approve revisions to Appendix B of the zoning ordinance covering screening (section 5.5), landscaping (section 5.6) and tree preservation (section 5.15).
City staff representative Wes Morrison told the commission the staff changes since the previous meeting include corrected residential tree-planting language, an explicit reference to the current Texas SmartScape plant list as a living, regionally maintained resource, and an update to the tree reforestation fund "to allow for funds to be used for beautification projects," according to Morrison. He said if the commission recommends approval, staff would forward the item to council with the goal of consideration in late August.
Commissioners discussed specifics of the plant list, including local experience with particular species, but panel members ultimately agreed to rely on the state-approved SmartScape list for regional consistency and legal cover. Commissioner Roger Galenstine proposed an amendment to strike Afghan pine from the plant list, but that amendment was not seconded; the commission instead approved the staff-drafted language and instructed staff to submit the recommendation to City Council.
The recommendation now moves to City Council for its consideration; staff indicated they would present the ordinance at the earliest available council meeting, with a target of late August.
