Resident tells commission delegation of approvals could erode public trust

Terrell Culbertson, who identified himself and his address during public comment, urged the commission to preserve public review as staff assumes administrative approval authority. "When you take a responsibility and authority... and you delegate that to the staff and those decisions are made without public review, without public knowledge, without public comments, that's not a good look," Culbertson said, adding that the multiple layers of review appointed officials provide are important to protect public trust.
Kettner responded that zoning and concept-plan decisions would still be subject to public hearings and that the subdivision approvals in question are largely ministerial. He also said staff would provide a monthly report listing administrative approvals so the commission and public can track what staff has signed off on. Commissioners acknowledged those concerns and asked staff to make routing and reporting explicit in the draft regulations.
