The Balch Springs Type A board voted June 15 to approve an amendment to a professional engineering services contract with Kimley‑Horn for support of the Texas Department of Transportation Highway Safety Improvement Program (HSIP) grant, not to exceed $15,000. Staff said the HSIP award for intersection improvements was for roughly $790,000 and that the grant is fully reimbursable but requires a local match for engineering costs; Kimley‑Horn would provide design services under the amended contract.
Staff explained the city had budgeted for engineering but was approximately $15,000 short of the match after other budgeted payments and a $40,000 contribution from Raising Cane's under a development agreement. “We applied for a grant through the HSIP and were awarded a little under $790,000 for intersection improvements, which will be 100% reimbursable,” the staff member said, adding that the city’s local match for engineering is approximately 10% and Kimley‑Horn helped write the grant application. Board members asked about line‑item balances; staff walked through prior expenditures and said approving $15,000 would leave a small residual balance in the services line.
A motion to approve the amended contract with Kimley‑Horn was moved and seconded; roll‑call votes recorded all members present voting in favor. Staff said design work would begin later this summer with construction anticipated in early 2028 subject to design and procurement timelines.
