EDC approves $25,000 incentive for Starbucks at Alexander Village

The Balch Springs Industrial and Economic Development Corporation (Type A) voted to approve a performance agreement with JFH Acquisitions LLC in an amount not to exceed $25,000 to assist a Starbucks restaurant in the Alexander Village mixed-use development.
Staff presented the proposal as "the 1st retail restaurant user within the Alexander Village development," saying the café-style Starbucks will include indoor and outdoor dining in a roughly 2,100-square-foot building adjacent to an existing restaurant. Staff projected about 25 jobs from the project, roughly five of them full time, and a capital investment of a little over $2,100,000. The presentation also listed an annual property tax revenue projection and a target opening in 2027. "This is the 1st retail restaurant user within the Alexander Village development," said the staff presenter, describing the tenant as a targeted national user.
Board members asked about visibility, signage and site access; staff said the site will have signage off Belt Line Road and a monument sign for the larger Alexander Village development, and that necessary permits and access agreements are in place. Staff said the applicant originally requested $75,000 but negotiated to a recommended $25,000 contribution per board, subject to an executed contract and timing within the current fiscal year (ending 09/03/2026).
A motion to approve the Chapter 380 economic development program agreement and performance agreement with JFH Acquisitions LLC in an amount not to exceed $25,000 was moved, seconded and approved on roll call (Felicia Riddick, Gwendolyn Gardner, Natasha King and Dr. Christopher Perkins voted yes). Staff said the agreement will go through attorney review and that the developer will submit a full development plan to the Planning & Zoning commission before final site plan and plat approval.
Next steps include legal review, submittal of the development plan to P&Z and subsequent permitting; staff said they will monitor the timeline toward an anticipated 2027 opening.
