Council approves Meadow Vista amendment to complete Hackberry corridor; funding from PID savings

Council approved the first amendment to the Meadow Vista Development Agreement to close a right-of-way gap on Hackberry that will connect the existing commercial corridor and provide an additional eastwest route into the Meta Vista area.
Director of Public Works Joseph Cotton explained the change and the funding approach: "So the way it is actually being, funded is from, excess PID bonds... and then it is also being paid for through PID fees," he said, adding that the amendment avoids roadway impact fees for this work. Cotton said the city recently secured the needed right-of-way and the developer is prepared to enter the pre-construction process.
Council members pressed staff on the project history, timing and financial true-up that produced roughly $1,000,000 in available proceeds from PID savings. Cotton said construction on the missing Hackberry segment could begin before the end of summer and likely take about 9 to 12 months depending on weather; the council voted to approve the amendment unanimously. The item includes provisions for constructing the middle gap, which staff said will include large culverts across the creek and will be built as two lanes each direction for much of the stretch.
