Consultants present Collin County regional trails plan and funding opportunities to Anna council

Consultants told the City of Anna that the updated Collin County Trails Master Plan maps more than 600 miles of trails, identifies 24 key regional connection points (7 partially complete) and recommends coordination with TxDOT, NCTCOG and Collin County funding programs; the countys project funding assistance grant is open with applications due July 6.
Consultants from HAF presented the Collin County Regional Trails Master Plan update and explained how Anna can align route priorities and funding strategies.
Lenny Hughes, a planning lead at the consultant firm, said the countywide update reflects rapid regional growth and connections between communities. "You guys just this is from a national standpoint... you guys are recognized on a national level as far as the growth and development that's happening here within Collin County," he said, and outlined the plans emphasis on preserving corridors, coordinating with developers and pursuing grant funding.
Kendall (Kin O') Howard summarized implementation details, including 24 key connection points and regional partners. "The plan identified 24 key connection points as part of this update. Seven are partially complete," Howard said, and noted that the Collin County Project Funding Assistance Program application is open with a July 6 deadline and operates on a reimbursement basis. Councilmembers asked how the plan aligns with the citys 2050 comprehensive planning and whether Anna was included among key growth areas; consultants said inclusion in the regional plan does not create city financial obligations but improves competitiveness for grants.
Council discussed trail types, dark-sky-friendly lighting, historic theming and opportunities for soft-surface, mountain-biking or equestrian segments. Staff and consultants encouraged using the county plan to position Anna for TxDOT and NCTCOG grant programs and to coordinate on right-of-way preservation as development continues.
