Staff identified a $20 million design grant to cover the first phase and noted two additional loan or grant applications (roughly $60 million each) under review; consultants said total program costs could range into the hundreds of millions, with a staff target to keep the program at or below $1 billion if possible but that final numbers depend on 30% design work.
