Residents urge city to seek parkland transfer, cite flood risk at nearby tract

"This particular property is actually in the flood plain," Mercado said, adding that on two occasions water reached the fence of his property and that development could "exasperate the situation and put the houses at more risk."
Kevin Sanford, who said he lives adjacent to the parcel, told commissioners survey crews visited the site in April and that McAllister and Associates is the prospective developer. Sanford said the county previously released an easement tied to a detention berm and that the parcel was donated with a condition to remain parkland when Breakaway Park was developed. He said neighbors have organized a petition opposing conversion of the tract to three residential lots and asked the commission to deny any action that would enable that outcome.
