Bellaire staff told council they intend to issue $8,700,000 in certificates of obligation to finance a consolidated public works facility that will house multiple departments and allow the city to use current land for drainage improvements. Beth Jones, the assistant city manager and city engineer, said the amount rose from an earlier $7 million estimate to $8.7 million after design work and clarified that the city plans to split the cost 60% to the enterprise fund and 40% to the general fund.
Jones explained the certificates are a standard financing tool for acquisition, renovation and construction of municipal facilities and noted that staff coordinated timing with planned general-obligation bond sales. Jim Harrison and other finance staff summarized fiscal context and said the city’s bond rating was expected to remain strong. Council debated the public-notice timeline, the statutory petition process that could force an election and the rationale for using certificates rather than a voter bond. Council then voted to approve the ordinance to publish notice and proceed with the preparatory materials.
Council members characterized the facility as an efficient consolidation of city needs that will reduce leasing costs, provide laydown and maintenance yards, and free up land for drainage projects. Staff said construction could begin after permits and a guaranteed maximum price are finalized later this summer and fall.
