A staff member told the commission the building formerly housed a similar business but that staff had found no record of an approved specific-use permit and that the site had been vacant for more than three months. "If you're vacant more than 3 months, your nonconforming use goes away as well," the staff member said, explaining why the applicant must now seek a new permit. The staff presentation also noted a police investigation around 2023 that preceded a closure at the site.
Commissioners raised compatibility concerns about locating a massage salon in a building largely occupied by professional offices. The site was described as a roughly 6,000-square-foot building with the proposed lease space for the salon about 1,800 square feet. Staff also said the city's business inventory includes 14 massage establishments, and that no exterior changes or parking modifications were proposed for this application.
After opening the public hearing and offering a chance for comment, the commission heard from no members of the public and closed the hearing. A commissioner moved to deny SUP‑26‑2 and the motion carried after a second; the vice chair then confirmed the motion had been approved. The transcript does not record a roll-call tally for the vote.
The denial will be recorded in the commission's recommendations to the city council; staff said that if the application proceeds to council the city will also publish a newspaper notice as required for council consideration. The meeting adjourned after the vote.
