Bay City council approves first FY2026 budget amendment, reallocating personnel and grant funds

Jennifer Bates explained the package covers multiple funds. She said $280,000 from the city general health/compensation pool will be distributed among general fund departments, with $375,000 originally budgeted for that line item so the full amount is not being moved tonight. Bates described a transfer of $7,000 (city secretary travel/training and a matching $7,000 from the utility fund) into the IT fund to cover audio-visual equipment upgrades for council chambers. She also described a transfer of $82,600 from PD grants and special revenue to cover two state grants for tactical carriers (vests) and armored windshields, and noted a $100,000 prior-year fund balance transfer to cover building demolitions in planning and development. Bates identified a Save the Children grant for the library of $10,000 and cited other donations and grants.
Bates recommended approval: "I recommend that you guys approve the 1st set of budget amendments for the fiscal year 2026." Councilmember motions and seconds were called and the motion carried by voice vote. No roll-call tally was recorded in the transcript beyond the unanimous voice approval recorded at the meeting.
