Council and staff discuss wastewater capacity, rate modeling and regional partners

Council members asked several detailed questions about wastewater billing, the city's rate structure and how the proposed bond debt would affect customers.
"We do not" use winter water averaging, Director of Finance Terry Dobie said when asked, and he said an evaluation found winter averaging would raise rates for many residents. Staff said the last wastewater/rate change occurred in October 2024 and that a rate-model workshop with consultants is scheduled for the first meeting in July to explain 2026 rates and how debt service would be incorporated.
Staff and council also discussed plant capacity: staff said the city is constructing a 2,000,000-gallon treatment capability and that the bonds under discussion would help expand capacity toward a 4,000,000-gallon level. Staff noted agreements with nearby entities that could bring regional flows and that cost increases from the North Texas Municipal Water District have been a significant driver of higher utility costs.
