Anna approves TxDOT advance funding agreement and engineering contract for Ferguson Parkway extension

The Anna City Council authorized staff to proceed with the next steps on the Ferguson Parkway extension by approving an advance funding agreement with the Texas Department of Transportation and a professional services agreement for design on May 12.
Director of Public Works Joseph Cotton told council the AFA is a necessary step so TxDOT will allocate reimbursement funding for final design. Staff estimated the full construction cost at about $48,000,000; TxDOT is expected to provide roughly 80% (~$40,000,000) and the city’s anticipated exposure is about $8,000,000, which staff said could be financed through a low-interest loan from the North Central Texas Council of Governments (NCTCOG). Cotton said estimated design costs and related work on easements total about $4,000,000 and recommended contracting Teague, Noll & Perkins (Tighe Noll & Perkins) for final design in an agreement not to exceed $3,996,310.
Council members pressed staff on property-owner outreach and the ability to make micro-adjustments to the alignment after TxDOT environmental clearance. Cotton said the environmental assessment was recently completed and that while minor changes were possible, any significant re-alignment would require redoing environmental work and could delay funding. Staff said the design completion target is November 2027 and TxDOT’s letting schedule currently targets May 2028 for construction procurement.
Council moved and approved both the AFA and the engineering-services contract; the transcript records the motions and that votes passed. Council asked staff to engage directly with affected landowners, preserve as much tree canopy as feasible where alignments cross wooded areas, and consider aesthetic treatments for a planned bridge crossing.
