Finance committee fast-tracks WPCLF loan authorization for wastewater improvements

The mayor told the finance committee that the city received an EPA-required study after a no-feasible-alternative (NFA) finding, and that the recommended wastewater solution is eligible for the Water Pollution Control Loan Fund (WPCLF), a lower-interest loan program. The committee approved authorizing the mayor to apply for and accept the WPCLF loan, and to designate a repayment source so planning and construction work can proceed.
The mayor said the engineer will complete the loan application work and that early action is important to meet July timelines. Committee members moved and unanimously approved sending ordinance 26-27 to the council floor with emergency to permit timely application and closing; the vote was 7–0.
