City Manager Emily Crawford presented the council's five strategic priorities developed at a Feb. 5 workshop and asked the council to adopt the guiding principles by resolution.
Crawford summarized the priorities: 1) community engagement (including internal communication and public information), 2) sustainable growth (workforce and infrastructure readiness), 3) housing (expediting processes and developer engagement), 4) infrastructure (streets, water, stormwater, IT and facilities, and a proposed Cedar Ridge Reservoir), and 5) organizational excellence (hiring, succession planning, technology, and market-rate compensation).
"These are guiding principles that were developed by the city council," Crawford said, and staff proposed the resolution to provide direction for action planning and subsequent staff-developed tasks.
Public comments during the hearing reiterated earlier concerns about firefighter pay and transparency. Michael Glenn said Abilene is seeing growth and questioned whether the city was prioritizing employees; Tammy Fogel pressed for more citizen engagement and noted statutory timelines for capital improvements planning. After public comment, councilman Reagan moved and councilman Espinosa seconded the resolution; the council voted to adopt the strategic priorities.
What's next: Staff will develop specific action items tied to the priorities and present follow-up reports; Crawford noted staff would prepare detailed action items and timelines.
