Tollway moves to approve IGAs with Blake County and IDOT and amends ISP property sale

The board heard three legal items recommended by staff: an intergovernmental agreement with Blake County to include parts of the county’s maintenance work in a Tollway Deerfield Road bridge reconstruction project (the county will reimburse an estimated $1,542,383.51); a two‑year cost‑share IGA with the Illinois Department of Transportation for the 'Star 999' mobile‑phone service (staff said IDOT will pay approximately $533,334 over the contract term, invoiced monthly at 50% of the service cost); and an amendment to the IGA with the Illinois State Police to revise Exhibit C and adjust the purchase of certain personal property, reducing the credit to the Tollway by $27,988.77.
General Counsel Kathleen presented the items in the committee and the committee voted to approve legal items 1–3 and forward them to the board. At the full board, the items were approved as presented; staff noted the ISP amendment reflects negotiated changes to the property list included in Exhibit C and that payment/credit amounts reflect that revision.
Staff and board members discussed whether some legal items would be deferred until after executive session; in committee, items 4 and 5 were deferred and items 1–3 were acted upon.
