The council approved a contract to implement a NEOGov human-resources information system (HRIS) intended to automate HR functions including applicant management, payroll, timekeeping, absence tracking and reporting.
Tony Tolsted (speaker 10) presented the item and described how the platform will reduce paper handling, centralize hiring and onboarding documents, and produce end-of-year and audit reports with less manual work. “The human resources... system is essentially the computer automated system... that manages all of our HR documents, our hiring process, our payroll, our time cards,” Tolsted said. He noted the agreement was modified to include governmental-immunity language and had been reviewed by legal counsel.
A council member requested clearer articulation of cost savings and personnel impacts; Tolsted and the city clerk (Tina Gale) were offered as follow-up contacts to provide deeper detail during implementation. The council approved the item and staff said the project will be a multi-month implementation.
